About Operation Stealth: Citadel Command™

About the Founder

This was never an intentional path.

Steven Davis was happily retired, living a slow, deliberate life and, by his own description, doing something pretty close to nothing. He was not looking for another career, another company, or another industry to enter.

Then tragedy struck.

In December 2025, Steven lost his youngest son in a tragic car accident.

Grief changed everything.

Needing somewhere to put his mind, his energy, and his attention, Steven began working through an idea that had started to take shape. That idea became Operation Stealth: Citadel Command™.

Steven did not enter XR through a traditional path. Before this journey began, he could not have explained the difference between VR, XR, MR, augmented reality, mixed reality, or spatial computing. He had no background in game development and no intention of becoming the founder of a company building an immersive experience.

He simply had an idea he believed needed to exist.

So he started learning.

One question led to another. An idea became a concept. The concept became something more structured. Steven began learning about immersive technology, game development, intellectual property, funding, studios, hardware, artificial intelligence, Unreal Engine, Unity, OpenXR, and an industry he had never imagined becoming part of.

His previous experience in transportation, logistics, database design, computer networking, and systems thinking began to influence how he approached the project, particularly the idea of placing the player in a position of command, responsibility, and consequence rather than simply placing them inside the action.

That thinking became the foundation for Operation Stealth: Citadel Command™.

None of this replaces what was lost.

Operation Stealth: Citadel Command™ did not begin as a business strategy or a carefully planned second career. It began during one of the most difficult periods of Steven’s life, when he needed something meaningful to focus on.

What started in grief became a reason to build.

Today, Steven is focused on protecting the creative direction, intellectual property, and long-term structure of Operation Stealth: Citadel Command™ while continuing to learn, build, and determine where this unexpected path leads.

Our Mission

Operation Stealth: Citadel Command™ exists to redefine what a VR strategy experience can be. Instead of placing the player on the front line as another soldier, OS: CC places the player in command — responsible for observation, deployment, adaptation, and battlefield consequence.

The mission is to build a premium command-level VR experience where strategy is not hidden behind menus, but felt through presence, scale, and direct interaction.

Our Vision

VR does not need more experiences. It needs a new layer.

Operation Stealth: Citadel Command™ is being developed around that belief: a layer where the player does not simply enter a world, but directs it. From the Citadel Command environment, players use the War Table to manage forces, read the battlefield, respond to pressure, and restore control against chaos.

The long-term vision is to create a premium VR command platform with potential across entertainment, simulation, training, leadership, and decision architecture.
